Prepare the Birria
In a large pot, combine the beef chuck roast, birria spice mix, and water. Bring to a boil, then reduce heat to a simmer. Cover and cook for about 2-3 hours or until the beef is tender and easily shredded.
Assemble the Quesabirrias
Heat a skillet over medium heat. Place a tortilla in the skillet, add a generous amount of shredded beef, top with chihuahua cheese, diced onions, and cilantro. Fold the tortilla in half and cook until the cheese is melted and the tortilla is golden brown, about 2-3 minutes per side.
Serve
Serve the quesabirrias hot with lime wedges and a side of consomé (broth) for dipping.
