Prepare the Batter
In a mixing bowl, whisk together the flour, cornstarch, baking powder, salt, and black pepper. Gradually add cold water to the mixture until smooth.
Heat the Oil
In a deep frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
Batter the Haddock
Dip each haddock fillet into the batter, ensuring it is well-coated.
Fry the Haddock
Carefully place the battered haddock fillets into the hot oil. Fry for about 4-5 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.
Assemble the Burgers
On each burger bun, place a lettuce leaf, followed by a piece of fried haddock, some pickled onions, and a generous dollop of tartar sauce. Top with the other half of the bun.
