Rinse and soak rice
Place the basmati rice in a fine-mesh sieve and rinse under cold running water, swishing with your hand, until the water runs almost clear (about 2–3 minutes). Transfer to a bowl and cover with cold water; soak 20–30 minutes. Drain thoroughly and set aside.
Bloom saffron
Place the saffron threads in a small heatproof dish. Pour 2 tablespoons of very hot (almost boiling) water over them and let steep 10–15 minutes to release color and aroma.
Cook aromatics
Heat the butter and oil in a medium heavy-bottomed saucepan over medium heat until butter is melted and foaming. Add whole cardamom pods and cloves and cook, stirring, for 30 seconds until fragrant. Add the bay leaf, then add the chopped onion and sauté 4–5 minutes until softened and translucent. Add minced garlic and cook 30–45 seconds more until aromatic, stirring to avoid browning.
Add liquids and saffron
Pour in 2 1/2 cups water and add salt and black pepper. Pour the saffron and its soaking liquid through a small fine sieve (to catch any grit) into the pot so the liquid and saffron color distribute evenly. Stir once to combine.
Bring to simmer
Bring the pot to a gentle boil over medium-high heat. When it reaches a boil, give it a quick stir, reduce heat to the lowest setting, cover tightly with a lid, and simmer undisturbed 12–14 minutes, or until the water is absorbed and the rice is tender but not mushy. Avoid lifting the lid during this time.
Steam & rest
Turn off the heat and let the rice rest, covered, for 10 minutes to finish steaming. This resting step lets grains firm up and separate.
Fluff
Remove the whole spices and bay leaf. Use a fork to gently fluff the rice, separating the grains and distributing the saffron color evenly.
