Shortbread Crust
Make and blind bake crust
Preheat oven to 350°F (175°C). In a bowl or food processor, combine 1.75 cups all-purpose flour, 0.5 cup granulated sugar and 0.25 tsp salt. Cut in 0.75 cup cold cubed unsalted butter until mixture resembles coarse crumbs. Add 0.5 tsp vanilla and 1 tbsp cold water; pulse or mix just until dough comes together. Press dough evenly into a 9x9-inch square pan (or 8-inch for thicker bars) with an even edge. Prick the bottom lightly with a fork. Line with parchment and fill with pie weights or dried beans. Bake 15 minutes, remove weights and parchment, then bake another 8–10 minutes until edges are lightly golden. Cool slightly while preparing filling. Leave oven on.
Lemon Caramel Filling
Make lemon caramel
In a medium heavy-bottomed saucepan, combine 1 cup granulated sugar and 2 tbsp water over medium heat. Swirl the pan occasionally (do not stir) until sugar melts and turns an amber-golden color, watching carefully to avoid burning (about 6–8 minutes). Meanwhile warm 0.75 cup heavy cream. When caramel reaches deep amber, remove from heat and carefully whisk in warm cream in a slow stream (mixture will bubble vigorously). Stir in 3 tbsp unsalted butter, 3 tbsp fresh lemon juice, 1 tbsp lemon zest and 1/4 tsp salt until smooth. Return to very low heat if needed to combine. Immediately pour caramel evenly over the warm baked crust. Let sit at room temperature until set but still slightly soft, about 30–40 minutes, then chill in refrigerator 20 minutes to firm further.
Toasted Lavender Meringue
Whip meringue
Bring 3 large egg whites to room temperature. In a clean, dry mixing bowl, whisk egg whites with 1/8 tsp cream of tartar on medium speed until soft peaks form. Gradually add 3/4 cup granulated sugar, about 1 tbsp at a time, while increasing speed to high until glossy stiff peaks form (about 4–6 minutes). Beat in 1 tsp finely crushed dried culinary lavender and 1/4 tsp vanilla extract on low speed just to incorporate.
Torch or bake meringue
Remove chilled caramel-topped bars from fridge. Pipe or spread meringue over the set caramel in an even layer or decorative peaks. Using a kitchen blowtorch, lightly toast the surface until golden and aromatic (watch for lavender). If you don't have a torch, place under a very hot broiler for 30–60 seconds, watching closely to avoid burning. Cool for 10 minutes. Keep refrigerated until serving; meringue is best served within a few hours.
Lavender Honeycomb (Crunch Garnish)
Make honeycomb
Line a baking sheet with parchment and lightly oil it. In a small saucepan combine 1 cup granulated sugar, 2 tbsp light corn syrup and 2 tbsp water over medium-high heat. Without stirring, swirl the pan until sugar dissolves and the syrup reaches a deep amber color (300–320°F / 150–160°C if using a candy thermometer). Remove from heat and quickly stir in 1 tsp sifted baking soda, 1/2 tsp very finely crushed dried lavender and 1 tbsp lavender honey; the mixture will foam. Immediately pour onto prepared parchment in an even puddle and let cool completely (about 15 minutes). Break into shards for garnish. Store in airtight container if not using immediately.
Preheat oven to 350°F (175°C) if not already warm. In a small bowl whisk 1 melted cooled tbsp butter (use total 2 tbsp melted), 1 egg white, 0.25 cup all-purpose flour, 0.25 cup powdered sugar, 0.25 tsp vanilla and 1/16 tsp salt until smooth and slightly runny. Spoon teaspoon-sized mounds onto a silicone mat or parchment, spread very thinly into 3-inch rounds. Bake 6–8 minutes until edges are golden. Remove and, while warm, lift with spatula and drape over a rolling pin or bottle to form curved tuiles. Cool completely; cookies will crisp as they cool.
Finishing & Assembly
Assemble bars
Remove the chilled lemon caramel shortbread from the pan by lifting parchment. Place on a cutting board and slice into 9 or 12 bars with a hot dry knife (wipe between cuts). Top each bar with a portion of toasted lavender meringue if not already applied. Garnish with shards of lavender honeycomb, 1 tuile cookie per bar, a light dusting of 1 tbsp powdered sugar if desired, a sprinkle of 1 tsp fresh lemon zest distributed among servings, and a small pinch (about 1/8 tsp total) of edible dried lavender buds across the batch for visual and aromatic finish.
Serve
Serve chilled or at cool room temperature. Store leftover bars in an airtight container in the refrigerator for up to 2 days (honeycomb will soften with humidity).
