Prepare Saffron
In a small bowl, soak the saffron threads in 2 tablespoons of warm water for about 10 minutes to release its flavor and color.
Sauté Aromatics
In a large skillet or saucepan, heat the olive oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes. Add the minced garlic and sauté for an additional minute.
Toast Rice
Add the Arborio rice to the skillet and stir continuously for about 2-3 minutes until the rice is lightly toasted.
Add Wine
Pour in the white wine and cook, stirring, until the wine has mostly evaporated.
Incorporate Broth
Gradually add the warm chicken or vegetable broth, one ladle at a time, stirring frequently. Wait until the liquid is almost absorbed before adding the next ladle.
Add Saffron
After about 15 minutes of cooking, add the soaked saffron with its water to the rice, stirring well to incorporate.
Finish Cooking
Continue adding broth and stirring until the rice is creamy and al dente, about 18-20 minutes total.
Add Cheese
Remove the pan from heat and stir in the grated Parmesan cheese. Season with salt and black pepper to taste.
Serve
Serve immediately, garnished with additional Parmesan cheese if desired.
