Inspect & Clean
Rinse mussels thoroughly under cold running water. Discard any mussels with cracked shells or that do not close when tapped. Remove beards by pulling them toward the hinge and trim any stubborn fibers. Place cleaned mussels in a bowl and sprinkle with 1 tsp kosher salt; set aside in the refrigerator while you make the broth (this helps purge sand).

In a large wide pot or deep skillet with a tight-fitting lid, heat 2 tbs olive oil and 1 tbs butter over medium heat until butter foams. Add the minced shallot and cook, stirring, 2–3 minutes until softened and translucent but not browned. Add the minced garlic and grated ginger and cook 30–45 seconds until fragrant.
Build heat
Stir in 1 tsp red chili flakes, the thinly sliced fresh chile (if using), and 1 tsp smoked paprika. Cook 20–30 seconds to bloom the spices.
Tomato base
Add 1 tbs tomato paste and cook, stirring, 1 minute to concentrate its flavor and remove raw taste.
Deglaze & simmer
Pour in 1 cup dry white wine to deglaze the pan, scraping up any browned bits. Bring to a gentle simmer and reduce by about one-third, about 3–4 minutes. Add 1 cup stock, 1 tbs soy sauce, 1 tsp fish sauce, 1 tbs lemon juice, and 1 tsp brown sugar or honey. Stir to combine and simmer gently 2 minutes. Taste and adjust seasoning with up to 1 tsp additional salt if needed and 1 tsp black pepper.
Cook Mussels
Add the cleaned, salted mussels to the simmering broth, stir to distribute them evenly, then cover the pot with the lid. Increase heat to medium-high so the broth comes to a vigorous simmer. Cook covered for 4–6 minutes, shaking the pot once or twice, until most mussels have opened. Use tongs to remove opened mussels into a serving bowl as they open if you prefer to avoid overcooking. Discard any mussels that remain tightly closed after 6 minutes.
Finish & Serve
Serve immediately in the pot or in a large bowl with crusty bread to soak up the spicy broth. Provide a small bowl for discarded shells. Leftover broth can be strained and used as a flavorful base for pasta or risotto.
