Prepare shrimp
Pat shrimp dry with paper towels. If using whole large shrimp, chop into 1/4- to 1/2-inch pieces so mixture can be rolled easily. Place chopped shrimp in a medium bowl.

Add lime juice, minced garlic, salt, pepper, and light soy sauce to the shrimp. Toss to combine and let sit 5 minutes to marinate while you prepare other components.

Stir in sliced green onions and chopped cilantro. Taste and adjust seasoning with a pinch more salt or lime if desired. Do not over-marinate (no more than 15 minutes) so shrimp remain firm.

Set up a breading station with three shallow bowls: (1) flour, (2) beaten egg combined with 1 tablespoon water, (3) panko mixed with shredded coconut. Use your fingers to break any large coconut clumps so mixture is evenly textured.

If using rice paper wrappers: briefly immerse one rice paper in warm water (about 20–30 seconds) until pliable, place on a clean, damp tea towel or cutting board. If using spring roll wrappers: keep them covered with a damp towel to prevent drying and use them directly.

Place about 2 tablespoons of the shrimp mixture lengthwise near the bottom third of the wrapper. Do not overfill—you want a neat roll that seals well.

Fold the bottom edge up over the filling, fold in the sides snugly, then roll away from you to form a tight cylinder. Moisten the top edge with a little water to seal. Repeat with remaining wrappers and filling; you should get about 8 rolls.

Working in batches so as not to overcrowd, quickly dredge each roll in flour, shake off excess, dip in the beaten egg, then roll in the panko-coconut mixture, pressing lightly so the coating adheres. Make sure seams are well sealed.

Fry rolls seam-side down first for 2–3 minutes per side, turning carefully, until golden brown and crisp and shrimp inside are cooked through. Total frying time per roll will be about 4–6 minutes depending on size and oil temperature. Maintain oil temperature between 325–350°F by adjusting heat.

Transfer cooked rolls to a wire rack set over a baking sheet or paper towels to drain. Keep warm in a 200°F (95°C) oven if making multiple batches.

While rolls are frying, whisk together sweet chili sauce, mayonnaise, lime juice, and fish sauce (if using) in a small bowl until smooth and hydrated. Taste and adjust balance—add a little more lime for brightness or more mayo for creaminess.
