Rinse the black mussels under cold water, scrubbing the shells with a brush to remove any dirt or debris. Remove any beards by pulling them off.

In a large pot or skillet, heat the olive oil over medium heat. Add the minced garlic and chopped shallot, cooking until fragrant and translucent, about 2-3 minutes.
