Warm dairy
In a medium saucepan over medium heat, combine 4 cups whole milk and 1/2 cup heavy cream. Heat gently, stirring occasionally, until steam begins to rise and small bubbles form around the edges (do not boil), about 5–7 minutes.

Whisk cocoa and sugar
While the milk warms, whisk together 1/2 cup unsweetened cocoa powder and 1/4 cup granulated sugar in a small bowl to remove lumps.

Combine and dissolve chocolate
Pour the cocoa slurry back into the saucepan and whisk to combine. Add 4 oz finely chopped semisweet chocolate and 1/8 tsp salt. Continue to cook over medium-low heat, whisking frequently, until the chocolate is fully melted and the mixture is smooth and slightly thickened, about 3–4 minutes. Do not let it boil.

Season and finish
Remove the pan from heat. Stir in 1 tsp pure vanilla extract and 1/4 tsp ground cinnamon. If using a subtle heat, add 1/8 tsp chili powder now. Taste and adjust sweetness with extra sugar if needed.

Make-ahead and reheat
To store, cool to room temperature and refrigerate in a sealed container up to 3 days. Reheat over low heat, whisking occasionally, and add a splash of milk if too thick.
