Make teriyaki marinade
In a bowl, combine soy sauce (1 cup), mirin (1/4 cup), sake (2 tbsp), brown sugar (2 tbsp), grated ginger (1 tbsp), minced garlic (2 cloves), and sesame oil (1 tsp). Whisk until sugar dissolves.

Marinate beef
Place the sliced beef in a shallow dish or zip-top bag and pour in about half of the marinade (reserve the other half for the sauce). Toss to coat, press out excess air if using a bag, and marinate in the refrigerator for 20–30 minutes (up to 2 hours).

Prepare cornstarch slurry for sauce
In a small cup, stir together cornstarch (1 tsp) and water (1 tbsp) until smooth. Set aside.

Heat pan
Heat a large skillet or heavy-bottomed pan over medium-high heat. Add neutral oil (1 tbsp) and swirl to coat. The pan should be hot but not smoking.

Sear beef in batches
Remove beef from marinade, letting excess drip off (do not discard marinade). Add a single layer of beef to the hot pan — do not overcrowd — and sear 1–2 minutes per side until browned and just cooked through. Transfer cooked beef to a plate and repeat with remaining beef. Total cook time for each batch will be short to keep meat tender.

Reduce marinade into sauce
Pour the reserved marinade into the same hot pan. Bring to a simmer over medium heat and cook 2–3 minutes to evaporate alcohol and concentrate flavors. Whisk in the prepared cornstarch slurry and simmer 30–60 seconds until sauce thickens to a glossy teriyaki consistency. Taste and, if too salty, add 1–2 tsp water or a splash of mirin.

Finish beef in sauce
Return all seared beef to the pan and toss quickly in the sauce until well coated and heated through, about 1 minute. Remove from heat to avoid overcooking.

Garnish and serve
Transfer beef teriyaki to a serving platter or bowls. Sprinkle with sliced green onions (2 stalks, thinly sliced) and toasted sesame seeds (1 tsp). Serve immediately over steamed rice or with vegetables.
