Prepare green onions
Trim roots and any wilted tops from green onions. Rinse thoroughly and pat dry. Finely mince both white and green parts until you have about 2 cups loosely packed minced green onion.
Make filling
In a medium mixing bowl, beat the softened cream cheese until smooth using a hand mixer or sturdy whisk. Add sour cream, mayonnaise, and lemon juice. Beat just until combined and smooth (about 30–45 seconds).
Season and fold
Stir in the minced green onions, shredded cheddar, garlic powder, kosher salt, and black pepper with a spatula until evenly distributed. Taste and adjust seasoning (add up to another 0.25 tsp salt if desired).
Portion
Using a small cookie scoop or teaspoon, portion about 1 tablespoon of the filling per bite (approximately 48 portions from this batch). Place each portion on a sheet pan lined with parchment or directly into mini phyllo cups or onto bite-size crackers.
Optional coating
If using crushed potato chips for a crunchy coating: place the crushed chips in a shallow bowl. Lightly brush each portion with melted butter, then roll or press the bottom and sides into the crushed chips to coat. Return to the tray.
Chill and set
Cover the tray with plastic wrap and chill in the refrigerator for at least 30 minutes to allow flavors to meld and the filling to firm up. For best texture, chill 1–2 hours.
