Unroll the pickled grape leaves and rinse each leaf under warm running water to remove excess brine. Place leaves in a bowl and pour 1 cup of hot water over them; let sit 5 minutes to soften. Drain and pat leaves dry. Trim any tough stem stems close to the base so each leaf is flat for rolling.

Filling

Sauté vegetables and toast rice

Heat 1 tablespoon olive oil in a small skillet over medium heat. Add the finely diced onion and sauté 2–3 minutes until translucent. Add the grated carrot and sauté 1 minute. Stir in 1/2 cup uncooked rice and toast, stirring, for 1 minute until rice becomes slightly glossy.

Simmer rice with seasoning

Add 3/4 cup water, 1 teaspoon tomato paste, 1/2 teaspoon salt and 1/4 teaspoon black pepper to the skillet. Bring to a gentle simmer, cover, and cook 10 minutes on low heat until the rice has absorbed most of the liquid but is still slightly undercooked (it will finish cooking inside the leaves). Remove from heat and let cool 5 minutes.

Finish filling

Transfer the rice-vegetable mixture to a bowl. Stir in chopped parsley (2 tbsp), chopped dill (1 tbsp), chopped mint (1 tbsp), and 1/2 teaspoon lemon zest. Taste and adjust seasoning (add a pinch more salt or lemon zest if desired). Let the filling cool until warm but not hot, about 5 minutes.

Assemble rolls

Lay one grape leaf glossy side down, stem end toward you. Place about 2 tablespoons of filling near the stem (adjust so you end up with 5 rolls total). Fold the bottom edge up over the filling, fold the two sides in, then roll tightly toward the tip to form a neat cylinder. Repeat to make 5 stuffed leaves. Place each finished roll seam-side down in a small, heavy-bottomed pot in a single layer; if necessary, pack them snugly but gently.

Add cooking liquids and simmer

Drizzle 1 tablespoon olive oil and 1 tablespoon lemon juice over the rolls. Tuck a bay leaf on top. Pour in enough water (about 1 cup) to come about halfway up the sides of the rolls (do not fully submerge so leaves stay intact). Place a small heatproof plate on top of the rolls to keep them from unrolling and help them stay submerged.

Cook

Bring the pot to a gentle simmer over medium heat, then reduce heat to low and cover. Simmer gently for 35–40 minutes until rice is fully tender and flavors are melded. Check once after 25 minutes and add a splash of water if the pot is drying out.

Rest and serve

Remove pot from heat and let the rolls sit, covered, 10 minutes. Carefully lift the plate and transfer grape leaves to a serving plate seam-side down. Spoon a little of the cooking liquid over them. Serve warm or at room temperature with extra lemon wedges if desired.
