Prepare Beans
Trim the stem ends of the green beans and rinse under cold water. Pat dry thoroughly with a kitchen towel or paper towels — dry beans blister better.

Make Sauce
In a small bowl, whisk together the soy sauce, rice vinegar, and brown sugar (or honey) until the sugar dissolves. Set aside.

Add the green beans in a single layer if possible. Let them cook undisturbed for 2–3 minutes to blister on one side, then toss or shake the pan and continue to cook, stirring occasionally, until beans are blistered and bright green with some browned spots, about 6–8 minutes total depending on thickness. Reduce heat slightly if they begin to char too quickly.

When the beans are mostly blistered and tender-crisp, push them to one side of the pan. Add the minced garlic, minced ginger, and crushed red chile to the hot oil in the empty side of the pan. Cook, stirring, for 30–45 seconds until fragrant but not browned.

Stir the aromatics into the beans so everything is evenly distributed.

Pour the prepared soy-vinegar-sugar sauce over the beans and toss to coat. Allow the sauce to bubble and reduce for 30–60 seconds so it lightly glazes the beans.
Finishing & Garnish

Taste and adjust seasoning: sprinkle the kosher salt and a pinch of black pepper over the beans, tossing to combine. (If using low-sodium soy, taste first and add salt sparingly.)

Remove the pan from heat. Drizzle the sesame oil over the beans and toss briefly to distribute the aroma.

Transfer the beans to a serving dish. Sprinkle with toasted sesame seeds and sliced scallion. Serve hot or warm as a side dish.
