Prep and dry ingredients

Preheat oven to 350°F (175°C). Butter two 8-inch round cake pans and dust with cocoa powder, tapping out excess. In a large bowl, sift together 2 cups flour, 1.5 cups granulated sugar, 3/4 cup cocoa powder, 1 tsp baking powder, 1 tsp baking soda, and 1/2 tsp salt; whisk to combine.

Wet ingredients and combine

In a separate medium bowl, whisk together 2 eggs, 1 cup whole milk, 1/2 cup vegetable oil, and 2 tsp vanilla extract until smooth. Pour wet mixture into dry ingredients and mix until mostly combined.

Add hot water

Slowly stir in 1 cup hot water (hot but not boiling) until batter is smooth and slightly thin — this yields a moist, tender crumb. Scrape batter evenly into prepared pans.

Bake

Bake for 28–32 minutes, rotating pans halfway through, or until a toothpick inserted into the center comes out with a few moist crumbs. Let cakes cool in pans 10 minutes, then invert onto wire racks to cool completely.

Salted caramel sauce

Make caramel: In a medium heavy-bottomed saucepan over medium heat, add 1 cup granulated sugar and stir continuously with a heatproof spatula or wooden spoon. The sugar will clump, then melt into an amber liquid—do not walk away and avoid burning. When sugar is a deep amber color, reduce heat to low and immediately add 6 tbs (3/4 stick) unsalted butter, whisking until melted and incorporated.

Finish caramel: Carefully whisk in 3/4 cup heavy cream (it will bubble vigorously). Stir until smooth, then remove from heat and stir in 1 tsp sea salt. Let sauce cool to warm room temperature (about 20–30 minutes); it will thicken as it cools. Reserve about 3/4 cup for layering and extra for serving; chill any excess.

Chocolate toffee crunch

Make toffee crunch base: Preheat oven to 350°F (175°C) if not still warm. In a small saucepan over low heat, melt 1/4 cup (4 tbs) unsalted butter with 1/2 cup packed light brown sugar until sugar dissolves and mixture is glossy, about 2–3 minutes; remove from heat.

Combine dry components: In a bowl, mix 1/2 cup all-purpose flour, 1/2 cup rolled oats, and 1/4 tsp salt. Stir the warm butter/brown sugar into the dry mix until evenly moistened and crumbly.

Bake for crunch: Spread mixture on a parchment-lined baking sheet in an even layer and bake 10–12 minutes until golden and toffee-like; stir once halfway so it bakes evenly. Remove and let cool slightly; the mixture will crisp up as it cools.

Add chocolate & nuts: While still slightly warm, fold in 1/2 cup semisweet chocolate chips and 1/2 cup toasted chopped almonds or peanuts so the chocolate melts slightly and binds pieces into clusters. Spread out to cool fully. Break into bite-sized crunch pieces. Reserve about 1 cup for garnish and the rest for scattering between layers.

Chocolate ganache

Warm cream and combine: Place 10 oz finely chopped semisweet chocolate in a heatproof bowl. In a small saucepan, heat 1 cup heavy cream until it just begins to simmer (small bubbles around edges). Pour hot cream over chocolate and let sit 1 minute, then whisk gently from center outward until smooth and glossy. If using, whisk in 1 tbs unsalted butter for added shine.

Cool to spreadable consistency: Let ganache cool at room temperature until thickened but still pourable (20–30 minutes). Stir occasionally to keep it glossy. For a thicker frosting, chill briefly and whisk to spread.

Assembly & finishing

Level and layer cakes: If cake domes formed, level tops with a serrated knife. Place first cake layer on a serving plate or cake board. Spoon and spread about 1/3 cup of the salted caramel sauce over the layer, leaving a 1/4-inch border to prevent run-off.

Add crunch and second layer: Sprinkle roughly half of the reserved chocolate toffee crunch over the caramel in an even layer (press lightly so it adheres). Place second cake layer on top and press gently to set.

Crumb coat with ganache (optional): Apply a thin layer of ganache around the top and sides to seal crumbs. Chill 15 minutes to set the crumb coat.

Final ganache pour: Pour the remaining ganache over the top of the cake, starting at the center and letting it flow toward the edges. Use an offset spatula to smooth the top and allow a small amount to drip down the sides for a glazed look.

Garnish: Drizzle additional salted caramel over the ganache in a decorative pattern (use remaining sauce). Scatter reserved chocolate toffee crunch clusters on top and around the base. Sprinkle a few flakes of sea salt across the top for contrast. If desired, sprinkle 1/4 cup extra toffee bits for more crunch.

Chill and serve: Refrigerate the cake 30 minutes to set ganache and caramel slightly. Bring to room temperature 20–30 minutes before serving so ganache softens and flavors are at their best. Slice with a hot, dry knife for clean cuts.
