Bring liquid to a simmer
In a medium saucepan, combine 1.5 cups water and 0.25 tsp salt. Place over medium-high heat and bring to a gentle simmer (small bubbles at the edges), about 3–4 minutes.

Stir in oats
Add 1 cup rolled oats to the simmering water and stir to combine so no dry clumps remain.

Cook until creamy
Reduce heat to medium-low and cook, stirring frequently, until the oats are thickened and creamy, 5–7 minutes. If the mixture becomes too thick, add up to 2 tbs water and stir to loosen.

Taste and adjust
Taste the oatmeal and add a pinch more salt if needed.

Portion the cooked oatmeal into a serving bowl.

Arrange the toppings in small bowls or on the side of the oatmeal: place 1/4 cup chopped walnuts, 1/4 cup raisins, and 2 tbs packed brown sugar so diners can add to taste.

If desired, toast the walnuts briefly: heat a small dry skillet over medium, add the walnuts, and toast, stirring, 2–3 minutes until fragrant. Cool slightly before serving.

Recommend assembly: spoon oatmeal into bowl, add desired amount of brown sugar, sprinkle walnuts and raisins, then finish with a splash of milk or warmed milk if preferred.
