Prepare mussels
Rinse the mussels under cold water. Discard any mussels with cracked shells or that do not close when tapped. Remove beards by pulling toward the hinge; scrub shells if needed. Keep refrigerated until ready to cook.
Sweat aromatics
In a large, heavy-bottomed pot or deep sauté pan with a tight-fitting lid, heat 1 tablespoon butter and 1 tablespoon olive oil over medium heat until the butter melts and foams. Add the minced shallot and cook, stirring, for 2–3 minutes until softened and translucent but not browned. Add the minced garlic and cook for 30–45 seconds until fragrant.
Deglaze with wine
Add the dry white wine to the pan and bring to a simmer over medium-high heat. Use a wooden spoon to scrape any fond from the bottom of the pan. Let the wine reduce for 2–3 minutes until slightly concentrated.
Add cream and seasonings
Lower the heat to medium. Stir in the heavy cream and the remaining 1 tablespoon butter. Add the lemon juice, 3/4 of the chopped parsley, the chives, tarragon (if using), salt, and pepper. Simmer gently for 2 minutes to combine and slightly thicken the sauce.
Toasted Baguette
Preheat the oven to 400°F (200°C). Place the sliced baguette on a baking sheet. Brush both sides lightly with olive oil (and a little softened butter, if using). Toast in the oven for 6–8 minutes, flipping once halfway, until crisp and golden.
Optional garlic rub: Immediately after toasting, rub the cut side of the halved garlic clove on the warm toasts for a subtle garlic note.
Serve the toasts alongside the mussels for dipping into the creamy white wine broth.
