Prepare the Filling
In a large mixing bowl, combine the ricotta cheese, mascarpone cheese, and powdered sugar. Mix until smooth and creamy using a hand mixer or a whisk.

Add Flavor
Stir in the vanilla extract and chocolate chips until evenly distributed. Cover the bowl with plastic wrap and refrigerate for at least 30 minutes to allow flavors to meld.

Make the Dough
In a mixing bowl, whisk together the all-purpose flour, granulated sugar, cocoa powder, and salt.

Rest the Dough
Wrap the dough in plastic wrap and let it rest for 30 minutes at room temperature.

Roll and Cut the Dough
On a lightly floured surface, roll out the dough to about 1/8-inch thickness. Use a round cutter or a glass to cut out circles of dough (about 4 inches in diameter).

Shape the Shells
Wrap each circle of dough around a cannoli form, sealing the edges with a little water. Make sure they are tightly sealed to prevent them from opening while frying.

Fry the Shells
In a deep skillet or fryer, heat vegetable oil to 350°F (175°C). Fry the cannoli shells in batches, turning until golden brown, about 2-3 minutes. Remove with a slotted spoon and drain on paper towels.

Once the shells are completely cooled, use a piping bag or a spoon to fill each shell with the chilled ricotta and mascarpone filling.
