Prepare the Batter
In a large mixing bowl, combine all-purpose flour, cornstarch, baking powder, salt, and black pepper. Mix well until dry ingredients are blended.

Heat the Oil
In a deep fryer or large pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Coat the Cheese Curds
Dip each cheese curd into the batter, ensuring they are evenly coated.

Fry the Curds
Carefully place the battered cheese curds into the hot oil in batches, frying until golden brown (about 2-3 minutes). Remove and drain on paper towels.

Sauté Garlic
Add minced garlic to the oil and sauté for about 1 minute until fragrant, being careful not to burn it.

Add Tomatoes and Seasoning
Stir in the canned crushed tomatoes, dried oregano, dried basil, salt, black pepper, and sugar. Mix well.

Simmer the Sauce
Bring the sauce to a gentle simmer and cook for about 15-20 minutes, stirring occasionally until slightly thickened.
