Prepare dry ingredients

Preheat oven to 350°F (175°C). In a large bowl, whisk together the all-purpose flour, granulated sugar, baking powder, and fine salt until evenly combined.

Combine wet ingredients

In a separate medium bowl, whisk the whole milk, eggs, melted butter, and vanilla extract until smooth and homogenous.

Pour the wet mixture into the dry ingredients and stir gently with a spatula until just combined. Do not overmix; a few small lumps are okay. The batter should be medium-thick and pourable. If it looks too thick, add up to 1–2 tablespoons of milk.

Transfer about two-thirds of the batter into a lightly greased 9-inch square baking pan (or equivalent size) and spread evenly with an offset spatula.

Chocolate Swirl

Make the chocolate swirl by whisking together the unsweetened cocoa powder, hot water, and brown sugar until a smooth, slightly thick paste forms. If it seems too stiff, add another 1/2 tablespoon of hot water.

Drop spoonfuls of the chocolate mixture over the batter in the pan in an even pattern. Dollop the remaining one-third of the plain batter on top in a few places to create contrast.

Use a butter knife or skewer to gently swirl the chocolate through the vanilla batter to create a marbled effect—avoid over-swiping to keep distinct ribbons of chocolate and vanilla.

Sprinkle the semisweet chocolate chips and toasted chopped nuts evenly over the swirled batter. Finish with a light sprinkle of turbinado sugar for a crunchy, glossy finish.

Bake in the preheated 350°F (175°C) oven for 25–30 minutes, or until the top is set, the edges are lightly golden, and a toothpick inserted into a non-chocolate area comes out with a few moist crumbs (not wet batter). If the chips look very melted very early, tent the pan loosely with foil for the last 5–8 minutes to prevent over-browning.

Remove the pan from the oven and allow the bars to cool in the pan on a wire rack for at least 20 minutes to set. The bars will firm up as they cool.

Optional: dust the top lightly with powdered sugar. Cut into 9 equal squares. Serve warm or at room temperature with a scoop of vanilla ice cream or a dollop of whipped cream if desired.
