Rinse and drain

Place the long-grain rice in a fine-mesh sieve and rinse under cold running water until the water runs clear (about 30–60 seconds). Shake off excess water and let the rice drain for a minute.

Toast rice (optional)

Heat the neutral oil in a medium saucepan over medium heat. Add the drained rice and toast, stirring constantly, for 2–3 minutes until some grains take on a slight golden edge and you smell a nutty aroma. This step improves texture and flavor but can be skipped.

Add liquids and seasonings

Add the measured water, butter, kosher salt, garlic powder, onion powder, and black pepper to the saucepan. Stir once to combine and bring the mixture to a gentle simmer over medium-high heat.

Simmer gently

Once simmering, reduce the heat to low so the surface of the water shows a few small bubbles but is not boiling vigorously. Cover the saucepan with a tight-fitting lid and simmer undisturbed for 15 minutes. Do not lift the lid during this time.

Rest off heat

After 15 minutes, remove the saucepan from the heat but keep it covered. Let the rice rest, still covered, for 10 minutes. This finishes the cooking by steaming the grains evenly.

Fluff and season

Remove the lid and use a fork to gently fluff the rice, separating the grains without smashing them. Add the chopped cilantro and lime juice; fold gently to combine. Taste and adjust seasoning with additional salt or lime juice if desired.

Finish and serve

Transfer the rice to a serving bowl or divide into portions. Sprinkle toasted sesame seeds on top if using. Serve warm alongside mains or use as a neutral base for bowls and slots-style dishes.
