Make the dough

In a large mixing bowl, whisk together 2 cups all-purpose flour, 2 tbsp granulated sugar, 2 tsp baking powder, and 1 tsp fine sea salt until evenly combined.

Add the cold unsalted butter cubes to the dry ingredients. Using a pastry cutter or your fingertips, cut the butter into the flour until the mixture resembles coarse crumbs (pea-sized bits of butter remain).

Slowly add about 3/4 cup cold water and gently stir with a fork until a shaggy dough forms. If the dough is still dry, add the remaining water 1 tbsp at a time until it comes together but is not sticky.

Turn the dough out onto a lightly floured surface and knead 6–8 times until smooth. Shape into a disk, wrap in plastic, and chill in the refrigerator for 30 minutes to relax the gluten and firm the butter.

After chilling, divide the dough into 8 equal portions (for slot-style pockets). Keep pieces covered with a towel to prevent drying. Roll each portion into a 4–5 inch round, about 2–3 mm thick, using a lightly floured surface. If you prefer thicker shells, roll slightly less thin.

Heat 1 cup vegetable oil in a deep skillet or pot to 350°F (175°C) for frying. If you do not have a thermometer, test by dropping a little dough — it should sizzle and rise steadily without burning quickly.

When ready to assemble, fill each dough round (see Filling section). Seal edges by pressing with a fork or crimping, then carefully slide into hot oil in batches. Fry 2–3 pieces at a time (do not overcrowd) until deep golden brown, about 2–3 minutes per side. Adjust heat to maintain 325–350°F.

Remove fried Fa Chai to a wire rack set over a tray or paper towels to drain excess oil. Let rest 2–3 minutes before serving to avoid burning when biting into hot filling.

Filling (Fa Chai — savory-sweet pork & veg)

Prepare ingredients: finely chop shrimp, shred cabbage, grate carrot, and finely chop green onion. Lightly beat 1 egg in a small bowl.

Heat 1 tsp cooking oil in a small skillet over medium heat. Add minced garlic and sauté 20–30 seconds until fragrant (do not brown). Add ground pork and chopped shrimp, breaking up meat with a spatula. Cook until pork is just cooked through, about 3–4 minutes.

Add the shredded napa cabbage and grated carrot to the skillet. Cook 1–2 minutes until vegetables soften but still retain a bit of texture.

Stir in 1 tbsp soy sauce, 1 tsp oyster sauce, 1/2 tsp sesame oil, 1/4 tsp white pepper, and 1/2 tsp granulated sugar. Mix thoroughly to coat meat and vegetables. Taste and adjust seasoning — add a touch more soy if you prefer saltier, or a pinch more sugar for a sweeter contrast.

Sprinkle 1 tsp cornstarch over the mixture and pour in the beaten egg. Stir quickly to thicken and bind the filling; cook 30–45 seconds more until egg sets slightly and mixture is cohesive. Remove from heat and stir in chopped green onion. Let filling cool to warm (not piping hot) before filling dough — about 5 minutes. Cooling prevents the dough from getting soggy and helps when sealingshells.

Portion filling: use about 2–3 tablespoons of filling per dough round (adjust slightly depending on dough size). Place filling in the center of each rolled round and then fold and seal as directed in Dough / Shell section.

Optional Garnish & Dipping

Mix 2 tbsp soy-vinegar dipping sauce or serve store-bought chili sauce on the side. Provide pickled chili or chili oil and fresh cilantro as optional garnishes.

Serve Fa Chai warm with dipping sauce. For a slot-style presentation (like a pastry slot), you may press and shape so one edge forms a pocket or 'slot' filled with the savory filling before frying; garnish with cilantro and a drizzle of chili oil if desired.
