Preheat and prepare pan

Preheat the oven to 350°F (175°C). Grease and line an 8x8-inch baking pan with parchment paper, leaving an overhang for easy removal.

Combine dry ingredients

In a large mixing bowl, whisk together the all-purpose flour (2.25 cups), granulated sugar (0.5 cup), baking powder (2 tsp), and salt (0.5 tsp) until evenly distributed.

Mix wet ingredients

In a separate bowl, whisk the whole milk (1 cup) with the eggs (2) until combined. Stir in the melted unsalted butter (4 tbs) and vanilla extract (1 tsp) and the espresso powder (1 tsp) until the espresso is dissolved.

Combine wet and dry

Make a well in the dry ingredients and pour in the wet mixture. Stir gently with a spatula until just combined; do not overmix. The batter should be thick but pourable.

Fold in mix-ins

Fold the chocolate chips (0.75 cup) and chopped toasted hazelnuts (0.5 cup) into the batter with a rubber spatula, ensuring they are evenly distributed.

Transfer the batter into the prepared 8x8-inch pan, spreading it evenly and smoothing the top with an offset spatula or the back of a spoon.

Bake

Bake in the preheated oven for 25–32 minutes, or until a toothpick inserted in the center comes out with a few moist crumbs but no wet batter. Rotate the pan halfway through baking for even browning.

Remove the pan from the oven and allow the baked slab to cool in the pan on a wire rack for 20 minutes. Use the parchment overhang to lift the slab from the pan and transfer it to the rack to cool completely (about another 30 minutes) before glazing.

Glaze & Finish

Make the chocolate glaze

In a small bowl, sift together the powdered sugar (1 cup) and unsweetened cocoa powder (2 tbs). Whisk in hot water (2 tbs) a little at a time until you reach a thick but pourable glaze consistency.

Pour the glaze over the cooled slab and spread evenly with a spatula. While the glaze is still wet, sprinkle flaky sea salt (1 tsp) evenly over the top.

Allow the glaze to set at room temperature for 30–45 minutes. Once set, use a sharp knife to cut into 16 uniform squares (4x4) or 9 larger pieces (3x3) as preferred.
