Prepare vegetables

Cook potatoes

Wash and dice the red potatoes into 1/4- to 1/2-inch cubes (no need to peel). Place potatoes in a medium microwave-safe bowl, add 1 tablespoon water, cover loosely, and microwave on high for 3-4 minutes until just tender. Alternatively, parboil in salted water for 5 minutes and drain. Pat dry with a towel.

Heat 1 tablespoon olive oil in a 10-inch nonstick or well-seasoned cast-iron skillet over medium heat. Add the par-cooked potatoes and cook, stirring occasionally, until golden and crisp at the edges, about 6-8 minutes. Season with 1/4 tsp kosher salt and 1/8 tsp freshly ground black pepper. Transfer potatoes to a plate.

While potatoes cook, core, seed and dice 1/2 green bell pepper into small pieces (about 1/4-inch). Slice scallions thinly (separate white and green parts). Halve cherry tomatoes. Roughly chop basil leaves. Add the bell pepper and the white parts of the scallions to the skillet and sauté over medium heat for 2-3 minutes until softened. Add cherry tomatoes and baby spinach and sauté just until spinach wilts, about 1-2 minutes. Season vegetable mixture with remaining 1/4 tsp kosher salt and 1/8 tsp black pepper. Return the cooked potatoes to the skillet and stir to combine, then push mixture to one side of the skillet and leave heat on low while you make the eggs.

Egg base & assembly

Crack 3 large eggs into a medium bowl. Add 2 tablespoons whole milk, 1 teaspoon salt and 1 teaspoon black pepper. Whisk vigorously until frothy and uniformly combined (about 30 seconds). This adds lift and tenderness to the omelette.

Wipe the skillet clean if you prefer a separate omelette surface, or use a separate 8-10 inch nonstick skillet. Heat 1 tablespoon unsalted butter in the skillet over medium-low heat until melted and foamy but not browned.

Pour the beaten egg mixture into the hot skillet and tilt to distribute evenly. Let eggs set undisturbed for 20–30 seconds, then using a heatproof spatula gently push the cooked edges toward the center while tilting the pan so uncooked egg flows to the edges. Continue this motion for 1–2 minutes until the eggs are mostly set but still slightly glossy on top.

Spoon the warm vegetable–potato mixture over one half of the omelette in an even layer. Sprinkle 1/2 cup shredded sharp cheddar evenly over the vegetables, then crumble 2 tablespoons goat cheese on top if using. Tear or chiffonade the basil and scatter over the filling, reserving a few leaves for garnish.

Use the spatula to carefully fold the empty half of the omelette over the filling to form a semicircle. Let cook for 30–60 seconds more to melt the cheese and finish setting the eggs. If you prefer the omelette fully cooked through, cover the skillet for 30–45 seconds.

Serve & garnish

Slide the omelette gently onto a plate. Sprinkle with thinly sliced chives and the reserved basil leaves. Taste and add additional salt and pepper if desired.

Serve immediately with optional toast or a simple mixed-greens salad. Leftovers: refrigerate in an airtight container up to 2 days and reheat gently in a skillet over low heat.
