Prep rice and aromatics
Rinse the rice under cold water until the water runs clear to remove excess starch. Drain well.
Stir in the tomato paste and cook 1 minute to deepen flavor. Add the rinsed rice and stir to coat the grains in the oil and tomato paste for about 2 minutes.
Add 1 cup water, ground cinnamon, ground allspice, 1 teaspoon salt, and 1/2 teaspoon black pepper. Bring to a gentle simmer, cover, and reduce heat to low. Cook for 8–10 minutes — you want the rice about 70–80% cooked (slightly firmer than fully done) because it will finish cooking inside the leaves.
Remove from heat and gently fold in the chopped parsley, chopped dill, and currants or raisins (if using). Taste and adjust seasoning if needed. Let the filling cool until easy to handle, about 15–20 minutes.

Prepare the grape leaves: If using jarred leaves, drain and rinse them to remove brine. If using fresh leaves, blanch in boiling water for 1 minute and then transfer to ice water; drain and pat dry. Trim any tough stems so each leaf lays flat.
Lay a grape leaf shiny side down and stem end toward you on a work surface. Place about 1 heaping tablespoon (roughly 15–18 g) of the cooled filling near the base of the leaf, centered horizontally but slightly closer to you. Do not overfill; the rice will expand.
Fold the bottom edge up over the filling, fold both sides toward the center, then roll away from you tightly but gently to form a neat cylinder. Tuck in the sides as you roll so the filling is sealed. Place the rolled dolma seam-side down. Repeat until all filling or leaves are used. You should get about 30–36 rolls depending on leaf size and filling distribution.
Line the bottom of a wide, heavy pot with a few reserved torn grape leaves (to prevent sticking). Arrange the rolls seam-side down in concentric circles, packing them snugly so they won’t unravel while cooking. Stack remaining rolls on top if necessary, making additional layers.
Scatter lemon slices and whole peppercorns (if using) between layers. Drizzle 1/4 cup olive oil and 1/2 cup lemon juice evenly over the arranged rolls. Pour vegetable broth or water to just cover the rolls (about 2 cups); if needed, place a small heatproof plate on top of the rolls to keep them submerged while cooking.
Bring the pot to a gentle simmer over medium heat, then reduce heat to low, cover, and simmer gently for 45–55 minutes until the rice is fully cooked and leaves are tender. Avoid vigorous boiling which can make the leaves tough.
Turn off the heat and let the dolmas sit, covered, for 15–20 minutes to settle and absorb flavors. Remove from pot carefully and transfer to a serving platter. Spoon any remaining cooking liquid over the dolmas.
