Remove grape leaves from the jar and place them in a colander. Rinse thoroughly under cold running water to remove excess brine. Submerge leaves in 2 cups cold water for 10 minutes, changing water once if very salty. Drain and set aside, leaf veins facing up.
Trim any thick stem stubs from the base of the leaves so they fold easily. If leaves are very large, cut away tough central vein with a small knife so they roll flat.
Filling
Brown the meat
Increase heat to medium-high and add ground beef to the pan. Break it up with a spatula and cook until just browned (no pink remains), about 5–6 minutes. Drain excess fat if the mixture seems very greasy, leaving a thin coating for flavor.
Combine filling
Reduce heat to medium. Stir in the rinsed rice, 2 tablespoons tomato paste, warm 3/4 cup water, allspice, cinnamon, black pepper, and 1 teaspoon kosher salt. Cook, stirring, until the rice is coated and liquid is absorbed slightly, about 2 minutes. Remove from heat and stir in chopped parsley and dill. Let the filling cool 10 minutes so rice stops cooking fully before rolling (it should be partially cooked but still firm). Taste and adjust salt/pepper as needed.
Assembly
Lay one grape leaf, vein-side up, on a work surface with the stem end nearest you. Place about 1 to 1 1/2 tablespoons (or a heaping tablespoon) of filling near the stem, slightly off-center. Fold the stem end up over the filling, fold the left and right sides inward over the filling, then roll tightly away from you into a neat cylinder. Repeat with remaining leaves and filling. You should get about 35–40 rolls depending on leaf size and filling distribution.
Line the bottom of a 3–4 quart heavy-bottomed pot with a few reserved grape leaves or a layer of lemon slices to prevent sticking. Arrange the stuffed rolls seam-side down in concentric circles, packing them snugly but not crushed. Tuck any small scraps of leaves into gaps to stabilize the stack.
Once the first layer is set, drizzle 2 tablespoons olive oil over the rolls and pour the chicken or beef broth and 1/2 cup lemon juice evenly over them. Add additional lemon slices on top if desired. Place a heatproof plate upside down over the rolls to keep them submerged while cooking.
Cooking & Finish
Cover the pot with a lid and bring to a gentle simmer over medium-low heat. Cook for 40–50 minutes until the rice is tender and leaves are soft. Avoid a rapid boil — a gentle simmer prevents the rolls from unwrapping.
Turn off the heat and let the dolmades rest, still covered, for 15–20 minutes to allow flavors to meld and any remaining liquid to absorb.
Carefully remove the plate and lift the rolls out in stacks onto a serving platter. Spoon some of the cooking liquid over them. Serve warm or at room temperature with extra lemon wedges or a dollop of plain yogurt or tzatziki if desired.
