Prepare the base

    Soften and season cream cheese

    Place the cream cheese in a medium bowl. Use a fork or small whisk to soften until spreadable. Zest half the lemon directly into the cheese, then add 1 tablespoon fresh lemon juice and half of the chopped dill (1 tbsp). Season with 1/2 teaspoon of the black pepper and stir until smooth and evenly combined.

    If using blinis that need warming, heat them briefly: place blinis on a baking sheet and warm in a 325°F (160°C) oven for 4–6 minutes. If using store-bought crackers, keep them at room temperature.

Assemble salmon & toppings

    Prepare smoked salmon: with a sharp knife or kitchen scissors, cut or tear the smoked salmon into 24 bite-size pieces (about 1/2 ounce per piece).

    Prepare onion and capers: drain capers if needed and pat dry; finely dice the red onion. Combine the diced onion with the remaining 1 tablespoon lemon juice, remaining chopped dill (1 tbsp), and the remaining 1/2 teaspoon black pepper in a small bowl. This quick marinate mellows the onion.

    Top each cracker or blini: using a small spoon or piping bag, place about 1 teaspoon (approx. 10–12 g) of the lemon-dill cream cheese on each cracker/blini, spreading to cover the surface but leaving a small border.

    Place a piece of smoked salmon on top of the cream cheese, folding it attractively to add height.

    Spoon a small amount (about 1/4 teaspoon) of the onion-dill mixture over each salmon piece, then add 2–3 capers per bite.

Optional cream & final garnish

    If using sour cream or crème fraîche: place it in a small bowl and whisk lightly. For a decorative dot, spoon a small amount (about 1/2 teaspoon) on each finished bite or pipe a tiny rosette using a small piping bag fitted with a round tip.

    Finish with garnishes: sprinkle remaining lemon zest lightly over the assembled bites, add a small sprig of dill or microgreens/chives to each, and give a final crack of black pepper to taste.

    Arrange on a platter and serve immediately, or cover loosely with plastic wrap and refrigerate for up to 2 hours before serving. For best texture, avoid assembling more than 2 hours in advance to prevent crackers from becoming soggy.
