Make the Dough

In a bowl, mix the flour and salt. Gradually add water and knead until a smooth dough forms. Cover with a damp cloth and let it rest for 30 minutes.

Roll Out Wrappers

Divide the dough into small balls. Roll each ball into thin circles, about 3 inches in diameter.

Prepare the Filling

In a bowl, combine ground chicken, scallions, garlic, ginger, soy sauce, sesame oil, salt, and black pepper. Mix until well combined.

Assembling and Cooking

Fill the Dumplings

Place a teaspoon of filling in the center of each wrapper. Fold the wrapper over the filling and pinch the edges to seal tightly.

Pan-Fry the Dumplings

In a large skillet, heat vegetable oil over medium heat. Add the dumplings and cook until the bottoms are golden brown, about 3-4 minutes.

Steam the Dumplings

Add water to the skillet and cover immediately. Steam for about 5-7 minutes until the chicken is cooked through.

Serve

Remove the dumplings from the skillet and serve hot with soy sauce or your favorite dipping sauce.
