In a shallow dish, combine the flour, salt, black pepper, and garlic powder. Mix well.

In another bowl, whisk together the eggs and milk until well combined.

Dip each frog leg into the wet mixture, then dredge in the seasoned flour until fully coated. Shake off any excess flour.
