Mix dry ingredients
In a large mixing bowl, whisk together 2 cups all-purpose flour, 1 tsp baking powder, and 1/2 tsp fine salt until evenly combined.
Add fat and water
Make a well in the center of the dry ingredients. Pour in 2 tablespoons vegetable oil and 1/2 cup warm water. Using a fork or your fingers, gradually incorporate the flour into the liquid until a shaggy dough forms. If the dough feels too dry or crumbly, add up to 2 additional tablespoons warm water, 1 tablespoon at a time, until the dough comes together.
Knead
Turn the dough out onto a lightly floured surface. Knead for about 2 minutes until smooth and elastic but still soft. The dough should be pliable and not sticky. If sticky, dust with a little extra flour (from the reserved 2 tablespoons).
Rest
Divide the dough into 4 equal pieces (about 60–70 g each). Shape each piece into a tight ball, cover with a clean towel or plastic wrap, and let rest at room temperature for 15–20 minutes. Resting relaxes the gluten and makes rolling easier.
Roll out tortillas
On a lightly floured surface, use a rolling pin to roll each dough ball into a thin circle about 7–8 inches (18–20 cm) in diameter. Rotate and dust with flour as needed to prevent sticking. Aim for an even thickness (about 1–2 mm) so the tortillas puff and cook evenly.
Cook tortillas
Place one rolled tortilla in the dry hot skillet. Cook for about 30–45 seconds until brown spots appear on the bottom and the edges start to lift, then flip using tongs or a spatula. Cook the second side for another 30–45 seconds; you may see pockets forming. If desired, lightly brush the cooked sides with a little butter or oil. Repeat with remaining tortillas. Keep an eye on heat and reduce to medium if tortillas brown too quickly.
Keep warm and serve
Stack cooked tortillas and wrap them in a clean kitchen towel or place in a tortilla warmer to keep soft and pliable. Serve warm. This recipe yields one order of four medium flour tortillas.
