Beef Filling
Prepare aromatics
Heat a large skillet over medium-high heat. Add 1 tablespoon vegetable oil. When shimmering, add 1/2 cup finely chopped onion and cook, stirring, until softened and translucent, about 3 minutes. Add 2 teaspoons minced garlic and cook 30 seconds until fragrant.
Brown the beef
Add 1 lb lean ground beef to the skillet. Break it up with a spatula and cook until no longer pink, about 6–8 minutes, letting it develop some brown bits.
Season and simmer
Stir in 1 tsp ground cumin, 1 tsp chili powder, 1/2 tsp smoked paprika, 1 tsp kosher salt, and 1/2 tsp black pepper. Mix in 2 tablespoons tomato paste, then pour in 1/2 cup beef broth (or water). Scrape up browned bits, reduce heat to medium-low, and simmer 4–5 minutes until slightly thickened and saucy. Taste and adjust seasoning. Remove from heat and keep warm.
Onion Sauce (topping)
Cook onions
In a separate medium saucepan, melt 1 tablespoon butter over medium heat. Add 1 cup thinly sliced onion and a pinch of salt. Cook, stirring occasionally, until soft and lightly golden, about 6–8 minutes.
Make roux
Push the softened onions to one side, or remove briefly. Add 1 tablespoon all-purpose flour to the pan and cook, stirring constantly, 1 minute to remove the raw flour taste.
Finish sauce
Slowly whisk in 1 cup milk and 1/4 cup broth until smooth. Bring to a gentle simmer, stirring, until sauce thickens to a pourable consistency, about 3–5 minutes. Stir the cooked onions back in if moved. Season with 1/2 tsp salt, 1/4 tsp black pepper, and 1 tsp lime juice if using. Keep warm on very low heat, stirring occasionally.
Assemble & Serve
Warm tortillas
Warm 4 large flour tortillas in a dry skillet over medium heat 20–30 seconds per side or wrap in foil and heat in a 350°F (175°C) oven for 8–10 minutes. Warming makes them pliable and less likely to tear.
Fill and roll
Lay a warm tortilla flat. Add about 1/4 of the beef filling down the center (approximately 3/4 cup). Sprinkle with 1/4 cup shredded cheese, add optional shredded lettuce or diced tomatoes if desired, and a tablespoon of chopped cilantro. Fold the sides over the filling and roll tightly from one end to the other to form a burrito. Repeat for remaining tortillas.
Garnish and serve
Garnish with extra chopped cilantro and a dollop of sour cream if using. Serve immediately.
