Season and marinate

Pat the chicken thighs dry with paper towels. In a large bowl, combine smoked paprika, garlic powder, onion powder, dried oregano, cayenne, kosher salt, black pepper, olive oil, and apple cider vinegar to form a paste. Rub the spice paste thoroughly under and over the skin of each thigh. Cover and refrigerate for at least 30 minutes, preferably 2 hours (up to overnight) for best flavor.

Sear the chicken

Preheat oven to 375°F (190°C). Heat a large ovenproof skillet or cast-iron pan over medium-high heat. Add 1 tablespoon olive oil. When shimmering, place chicken thighs skin-side down and sear without moving for 4–6 minutes until deep golden-brown and crisp. Flip and sear the skin-side up for 2 minutes to color the underside. Transfer seared chicken to a plate and reserve rendered fat in the pan.

Build the aromatics

Reduce heat to medium. Add the butter to the same skillet with the reserved fat. Once melted, add the sliced onion and bell pepper. Cook, stirring occasionally, until softened and beginning to caramelize, about 8–10 minutes. Add the minced garlic and cook 30–45 seconds until fragrant.

Make the roux

Sprinkle the flour over the softened vegetables and stir to coat. Cook the flour-vagetable mixture for 1–2 minutes to remove the raw flour taste, stirring constantly so it turns slightly golden but does not burn.

Finish the sauce

Whisk in the chicken stock gradually until smooth. Add heavy cream, Worcestershire sauce, soy sauce, Creole/Cajun seasoning, hot sauce (if using), and fresh thyme. Bring the mixture to a gentle simmer and cook 3–5 minutes until it thickens to a gravy-like consistency. If the sauce becomes too thick, whisk in up to 1/4 cup hot water to reach desired pourable thickness. Taste and adjust seasoning with salt and pepper as needed.

Combine and bake

Return the seared chicken thighs to the skillet, nestling them into the smothering sauce skin-side up. Spoon some sauce over the exposed meat (but keep skin exposed so it remains crisp). Transfer skillet to the preheated oven and bake for 20–25 minutes, or until internal temperature of the thighs reaches 165°F (74°C) and juices run clear.

Rest

Remove skillet from oven and let the chicken rest in the sauce for 5 minutes. This helps the juices redistribute and slightly thickens the sauce as it cools.

Garnish & Serving

Plate

Spoon a portion of steamed white rice onto each plate (about 1 cup per serving). Place one chicken thigh on top of the rice, then ladle generous amounts of the smothering sauce, onions, and peppers over the chicken and rice.

Garnish

Scatter chopped scallions and parsley over the plated chicken. Add pickled jalapeños to taste for brightness and acidity. Serve immediately so skin retains some crispness.
