Make the Dough
In a large bowl, combine the flour, granulated sugar, salt, and baking powder. Cut in the butter until the mixture resembles coarse crumbs. Stir in the milk until just combined. Do not overmix. Cover and refrigerate for 30 minutes.
Prepare the Apples
While the dough is chilling, preheat the oven to 375°F (190°C). In a bowl, mix the quartered apples with cinnamon and brown sugar until evenly coated.
Assemble the Dumplings
On a floured surface, roll out the dough to about 1/4 inch thick. Cut into squares large enough to wrap around each apple quarter. Place an apple quarter in the center of each square, add a drop of vanilla extract, and fold the dough over to seal. Pinch the edges to secure.
Bake the Dumplings
Place the dumplings in a greased baking dish. Pour any remaining filling mixture over the top. Bake in the preheated oven for 25-30 minutes or until the dumplings are golden brown.
Serve
Allow the dumplings to cool slightly before serving. Enjoy warm, optionally with a scoop of vanilla ice cream or whipped cream.
