Prepare the Dough

In a large mixing bowl, combine flour, baking powder, salt, and granulated sugar. Mix well. Cut in the butter until the mixture resembles coarse crumbs. Stir in milk and vanilla extract until the dough forms. Wrap in plastic wrap and refrigerate for 30 minutes.

Prepare the Apples

While the dough is chilling, peel, core, and slice the Granny Smith apples into quarters. Sprinkle cinnamon over the apple slices and set aside.

Assemble the Dumplings

Preheat your oven to 375°F (190°C). On a floured surface, roll out the chilled dough to about 1/4 inch thick. Cut into squares large enough to wrap around the apple quarters. Place an apple quarter in the center of each square, then fold the dough over and seal the edges.

Bake the Dumplings

In a baking dish, combine water and brown sugar, stirring well. Place the dumplings in the dish and pour the sugar-water mixture over them. Bake for 30-35 minutes or until the dumplings are golden brown.

Allow the dumplings to cool slightly before serving. Drizzle with the syrup from the baking dish for extra sweetness.
