Build the cocktail
Fill a rocks or highball glass with the ice cubes so the glass is well chilled and slightly heaped.
Measure and pour 1 oz Campari over the ice.
Measure and pour 1 oz sweet vermouth over the Campari.
Top with about 2 oz chilled soda water, pouring gently to preserve some effervescence.
Stir and garnish
Give the drink a gentle 6–8 second stir with a bar spoon to integrate ingredients without flattening the soda. Express the orange peel over the surface by holding it with the outside facing down and giving a firm twist so the oils spray onto the drink, then rub the peel around the glass rim and drop it into the drink as garnish.
Serve immediately with a short straw if desired.
