Prepare and season salmon
Pat the salmon cubes dry with paper towels to remove excess moisture. Sprinkle kosher salt and black pepper evenly over the cubes and gently toss so pieces are evenly seasoned.

Make the marinade
In a small bowl, whisk together soy sauce, lemon juice, honey, sesame oil, grated ginger, minced garlic, and red pepper flakes until honey is dissolved and mixture is homogeneous.
Marinate briefly
Place the seasoned salmon cubes in a shallow dish or zip-top bag. Pour about two-thirds of the marinade over the salmon, reserving one-third for glazing and finishing. Toss gently to coat, then cover and refrigerate for 15–20 minutes (short marinate to avoid 'cooking' the salmon).

Combine the all-purpose flour and cornstarch in a shallow bowl. Lightly dredge each marinated salmon cube in the flour-cornstarch mixture, shaking off excess. The light coating helps form a crisp exterior when seared.
Sear the salmon bites
Heat a large nonstick or stainless-steel skillet over medium-high heat. Add the neutral oil and heat until shimmering but not smoking (about 1–2 minutes). Add the salmon cubes in a single layer without crowding — work in two batches if necessary. Sear undisturbed for 1.5–2 minutes to form a golden crust, then use a spatula to turn pieces and sear the other side another 1–1.5 minutes. Lower heat if the coating browns too quickly. For the last 30 seconds of searing, add the butter to the pan and spoon the melted butter over the salmon to enhance flavor and color.
Finish with glaze
Push the seared salmon to one side of the pan or remove briefly if the pan is crowded. Pour the reserved marinade into the hot pan and let it bubble and reduce for 30–45 seconds until slightly thickened and glossy. Return salmon to the pan if removed and toss gently to coat the bites in the glaze, cooking for an additional 15–30 seconds to set the glaze. Do not overcook — the internal temperature should remain around 120–125°F (49–52°C) for moist, tender bites (carryover will raise temperature slightly).

Transfer salmon bites to a serving plate. Spoon any pan glaze over the top. Scatter sliced scallions, toasted sesame seeds, and cilantro (if using) over the bites. Serve immediately with lemon wedges on the side for squeezing.
