Beat and season
Crack the eggs into a medium bowl. Add the milk, salt, and black pepper. Whisk vigorously until the mixture is uniform, slightly frothy, and pale in color (about 30–45 seconds). This aerates the eggs and makes them tender.

Melt butter
Heat a 10-inch nonstick skillet over medium-low heat. Add 2 tablespoons unsalted butter and let it foam and then subside — the butter should be melted and lightly shimmering but not browned.

Cook gently
Pour the beaten egg mixture into the skillet. Let it sit undisturbed for 10–15 seconds until edges begin to set. Using a silicone spatula, push the set edges toward the center, tilting the pan so uncooked egg flows to the edge. Continue gently stirring and folding for 3–4 minutes until the eggs are mostly set but still slightly glossy and custardy. Remove from heat while a little soft since they will continue to cook from residual heat.

Add cheeses
With the eggs off the heat but still warm in the skillet, add the grated cheddar and the cubed cream cheese. Stir gently to distribute; the residual heat will melt the cheeses into pockets and ribbons through the eggs. This should take about 1–2 minutes.

Add the thinly sliced green onions, crumbled cooked bacon, and snipped chives to the skillet. Fold them into the egg-cheese mixture until evenly combined. Taste and adjust seasoning with more salt or pepper if needed.

Finish and serve
Spoon the Crazy Eggs onto warm plates or toast. Dot with the optional hot sauce if you like heat, then sprinkle everything bagel seasoning or smoked paprika over the top. Add the remaining tablespoon of butter on top to melt into the eggs for extra richness, if desired.
