Prepare strawberries
Rinse the strawberries, remove hulls, and quarter them so they break down easily when cooking and blending.

Cook down
Combine the quartered strawberries, 3 tablespoons sugar, 2 tablespoons water, and a pinch of salt in a small saucepan over medium heat. Stir to dissolve sugar, bring to a gentle simmer, and cook 6–8 minutes until strawberries are soft and juices are released.

Finish syrup
Remove from heat, stir in 1 tablespoon lemon juice. Allow mixture to cool for 5 minutes, then transfer to a blender or use an immersion blender and puree until smooth. Taste and add up to 1 additional tablespoon sugar if you prefer sweeter syrup. Strain through a fine-mesh sieve into a bowl to remove seeds and solids, pressing with the back of a spoon to extract juice. Reserve about 1 tablespoon of syrup to drizzle on top; chill the rest if not using immediately.

Prepare ice for shaving
If using an ice shaver: place ice cubes in the machine and shave according to manufacturer instructions into a chilled bowl or directly into serving glasses until each serving has a fluffy mound (about 1 to 1 1/2 cups of shaved ice per serving). If using a blender or food processor: pulse ice on high in short bursts until very fine and snow-like. Work quickly to avoid clumping.

Form base
Divide the shaved ice evenly among 4 serving glasses or bowls (about 2 cups shaved ice per serving for a generous portion). Pack lightly with a spoon to create rounded mounded tops.

Add syrup
Spoon the strawberry syrup evenly over the shaved ice, using about 3 tablespoons syrup per serving so the flavor soaks into the ice. For deeper color and flavor, pour some syrup into the center of the mound so it sinks.

Drizzle creamy topping
Mix the 4 tablespoons sweetened condensed milk with 2 tablespoons milk or half-and-half. Stir until smooth. Drizzle approximately 1 tablespoon of the condensed-milk mixture over each serving to add creaminess and sweetness.

Top each serving with a fresh strawberry slice and a mint leaf if desired. Drizzle the reserved 1 tablespoon of strawberry syrup on each mound for a bright finishing touch. Serve immediately with a spoon to enjoy the soft, fluffy texture before it melts.
