Method
Tangzhong (milk roux)
Make tangzhong
Combine 2 tablespoons bread flour and 1/3 cup of the milk (from the 1 cup reserved for tangzhong) in a small saucepan, whisking to remove lumps. Add remaining tangzhong milk (about 2/3 cup) and stir over medium-low heat until mixture thickens to a paste and leaves lines when you stir (about 3–5 minutes). Remove from heat and cool to lukewarm (~40°C / 104°F).

Warm milk and proof yeast
Warm the remaining 2/3 cup whole milk (from the 1 cup listed under dough) to about 105–110°F (40–43°C). In a small bowl, combine warmed milk, 1 tablespoon sugar and 2 teaspoons instant yeast. Let sit 5–7 minutes until foamy. If yeast doesn't foam, start with fresh yeast.
Mix dry ingredients
In the bowl of a stand mixer (or a large mixing bowl), whisk together 3 cups bread flour, 1 teaspoon salt and the remaining 1 tablespoon sugar (if not already combined).
Combine dough
Add the cooled tangzhong, the foamy yeast-milk mixture, 1 whole egg, 1 teaspoon neutral oil (optional) and 4 tablespoons softened unsalted butter to the dry ingredients. Using the dough hook, mix on low to combine until a shaggy dough forms, then increase speed to medium and knead for 8–10 minutes until the dough is smooth, slightly tacky but not sticky. If kneading by hand, knead 12–15 minutes.
Divide and shape
Punch down the risen dough to release gas and turn it onto a lightly floured surface. Divide into 12 equal pieces (about 70–75 g / each). For filled party treats: roll each piece into a small disc, add about 1 tablespoon filling (jam, red bean, cream cheese, or cheese/ham), pinch closed tightly to form a smooth ball. For rolled loaves or braid-style treats: roll each portion into an oval, spread a little softened butter, add filling, then roll up jelly-roll style and place seam side down. Arrange shaped buns on a parchment-lined baking sheet, leaving 1–1.5 inches between buns.
Second rise
Cover shaped buns loosely with plastic wrap or a clean kitchen towel and let rise until puffy and nearly doubled, about 30–45 minutes.
Preheat and egg wash
Preheat oven to 350°F (175°C). Lightly beat 1 whole egg with 1 tablespoon water to make egg wash and brush the tops of the risen buns. Sprinkle sesame seeds or pearl sugar as desired.
Bake
Bake in the preheated oven for 14–18 minutes, rotating the tray halfway through, until tops are golden brown and internal temperature of a bun registers about 190°F (88°C). If making larger rolls or stuffed bread, bake time may extend to 18–22 minutes.
