    Soak and grind pistachios

    Place 1 cup shelled pistachios in a small bowl and pour 1/2 cup hot (not boiling) water over them. Let soak for 10 minutes to soften and release color. Drain most of the water, reserving about 1 tablespoon. Transfer soaked pistachios to a blender or food processor with the reserved tablespoon of soaking liquid and 2 tsp pistachio paste (if using). Process to a smooth paste, pausing to scrape down the sides. Add 1–2 tablespoons of milk from the kulfi base later if needed to reach a smooth, thick paste.

Kulfi Base

    Prepare the milk reduction

    In a heavy-bottomed saucepan combine 4 cups whole milk and 1 cup heavy cream. Add the 6 lightly crushed cardamom pods and a pinch of salt. Bring mixture to a gentle simmer over medium heat, stirring occasionally to prevent scorching.

    Create cornstarch slurry

    In a small bowl, whisk 2 tsp cornstarch with 2 tablespoons cold milk (taken from the base) until smooth and lump-free. Keep aside.

    Reduce milk

    Lower heat to medium-low and continue to simmer the milk mixture, stirring frequently and scraping the bottom and sides, until it reduces by about one-quarter to one-third and thickens slightly — about 25–30 minutes. Watch carefully so it doesn't burn.

    Sweeten and thicken

    Stir in 1 tbs granulated sugar and 1 cup sweetened condensed milk. Mix thoroughly. Add the cornstarch slurry while stirring briskly and continue to cook for 3–4 minutes until the mixture thickens further and coats the back of a spoon. Remove and discard cardamom pods.

    Cool slightly

    Remove the saucepan from heat and let the milk mixture cool for 5 minutes so it is warm (not hot). This prevents flavor loss when adding delicate ingredients.

Combine & Flavor

    If using saffron, place 8 threads in 1 tsp warm milk and let bloom for 5 minutes. Stir the bloomed saffron and 1/2 tsp rose water into the warm milk base. Add the prepared pistachio paste to the warm milk mixture and whisk until fully incorporated and evenly green. Taste and, if you want a stronger pistachio flavor and have pistachio paste available, add up to 1 additional teaspoon.

    For a smoother texture, strain the blended mixture through a fine-mesh sieve or chinois into a clean bowl, pressing down to extract as much of the pistachio-milk mixture as possible. This removes any coarse bits and cardamom fragments.

Freeze & Set

    Pour the kulfi mixture into kulfi molds, small metal cups, or a shallow loaf pan for scooping. If using molds, sprinkle a little crumbled or whole pistachios into each mold before filling to create a decorative base. Tap molds gently on the counter to release air bubbles and smooth the tops.

    Cover molds or pan with foil or plastic wrap. Freeze for at least 8 hours or overnight until fully set and firm.

    To unmold, briefly dip the molds in warm water (a few seconds) or run warm water over the outside of the pan. Gently pull out the kulfi. If using a loaf pan, let sit for 3–5 minutes at room temperature and use a knife to loosen edges before inverting and slicing.

Serve

    Serve pistachio kulfi chilled, garnished with 2 tbsp chopped pistachios and a few saffron threads if desired. Optionally drizzle a drop of rose water on top for aroma. Kulfi is best enjoyed within 24–48 hours for optimal texture.
