Place the basmati rice in a fine-mesh sieve or a large bowl. Rinse under cold running water while gently swishing the rice with your hand until the water runs mostly clear (about 1–2 minutes). This removes surface starch and prevents gummy rice.

Transfer the rinsed rice to a bowl and cover with cold water by about 1–2 inches. Let soak for 20–30 minutes if time allows. Drain thoroughly in a sieve. (If short on time, you may skip soaking; rice will still cook but may be slightly less separate.)

Combine rice and water

In a medium saucepan with a tight-fitting lid (about 2–3 quart), add the drained rice, 2 1/4 cups water, 1/2 tsp kosher salt, and 1 tablespoon butter or oil. Stir briefly to distribute.

Bring to a simmer

Place the pan over medium-high heat and bring to a gentle boil. Once boiling, reduce heat to low so the surface shows small, steady bubbles or occasional steam but not a rolling boil.

Cover and steam

Cover the pot with the lid and cook undisturbed on the lowest flame or heat setting for 12–15 minutes. Do not lift the lid during this time — steam is what finishes the rice. If you soaked the rice 20–30 minutes, target 12 minutes; if not soaked, target up to 15 minutes.

Rest off heat

After the cook time, remove the pan from the heat and keep it covered. Let the rice rest, undisturbed, for 10 minutes. This final steam evens out moisture and finishes cooking the grains.

Fluff and finish

Uncover and gently fluff the rice with a fork to separate grains. Stir in chopped cilantro or parsley (optional) and adjust seasoning with freshly cracked black pepper or more salt if needed. Serve immediately.

Ratio: For stovetop basmati, a common ratio is 1 cup rice to 1 1/8–1 1/4 cups water without soaking; with soaking use 1 cup rice to 1 to 1 1/8 cups water. This recipe uses 2 cups rice to 2 1/4 cups water as a reliable balance. Altitudes, pot type, and stove vary; if rice is too firm after resting, add 1–2 tablespoons hot water, cover, and steam 2–3 minutes more.
