In a large bowl, combine the blue cornmeal, all-purpose flour, baking powder, salt, and sugar. Mix well.
In a separate bowl, whisk together the egg and milk. Add the wet mixture to the dry ingredients and stir until just combined. Fold in the chopped green onions.
In a deep skillet or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
Using a spoon or small ice cream scoop, drop spoonfuls of the batter into the hot oil. Fry until golden brown, about 3-4 minutes, turning halfway through.
Remove the hush puppies from the oil and drain on paper towels. Serve warm with honey butter.
