Mixing the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms.
Kneading
Knead the dough on a floured surface for about 5-7 minutes until it is smooth and elastic.

Cover the dough with a damp cloth and let it rest for 30 minutes.

In a large mixing bowl, combine the chopped cabbage, grated carrot, chopped bell pepper, green onions, minced garlic, and grated ginger.
Seasoning the Filling
Add soy sauce, sesame oil, salt, and black pepper to the vegetable mixture. Mix well until all ingredients are evenly coated.

Rolling the Dough
After resting, divide the dough into small balls (about the size of a golf ball). Roll each ball into a thin circle (about 3 inches in diameter) on a floured surface.

Place a tablespoon of the vegetable filling in the center of each wrapper. Fold the wrapper in half to create a half-moon shape and seal the edges by pinching them together.
