Make the Dough

In a mixing bowl, combine the all-purpose flour and salt. Gradually add the water, mixing until a dough forms. Knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling

In a food processor, pulse the raw shrimp until coarsely chopped. In a bowl, combine the chopped shrimp, green onions, garlic, ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly combined.

Assemble the Dumplings

Divide the dough into small pieces and roll each piece into a thin circle (about 3 inches in diameter). Place a teaspoon of the shrimp filling in the center of each wrapper. Fold the wrapper over the filling to create a half-moon shape and pinch the edges to seal tightly.

Cook the Dumplings

Bring a pot of water to a boil. Carefully add the dumplings to the boiling water, making sure not to overcrowd the pot. Cook for about 4-5 minutes until the dumplings float to the surface. Remove with a slotted spoon and set aside.
