In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling

In a medium bowl, combine the ground pork, shrimp, green onions, soy sauce, sesame oil, ginger, garlic, sugar, and black pepper. Mix well until all ingredients are fully incorporated. Set aside.

Shape the Dumplings

After the dough has rested, divide it into small pieces (about 1 inch in diameter). Roll each piece into a thin circle (about 3 inches in diameter). Place a spoonful of filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges to seal.

Steam the Dumplings

Prepare a steamer by lining it with parchment paper or cabbage leaves to prevent sticking. Place the dumplings in the steamer, leaving space between each one. Steam over boiling water for about 15-20 minutes until the dumplings are cooked through.
