Melt the Chocolate
Chop the dark chocolate into small pieces and place it in a heatproof bowl. Heat the heavy cream in a saucepan over medium heat until it starts to simmer. Pour the hot cream over the chocolate and let it sit for 2 minutes, then stir until smooth.
Add Flavors
Once the chocolate is melted and smooth, add the Grand Marnier and orange zest. Stir until fully combined.
Chill the Mixture
Cover the bowl with plastic wrap and refrigerate the chocolate mixture for about 2 hours, or until it is firm enough to scoop.
Form the Truffles
Using a melon baller or small scoop, portion out the chilled chocolate mixture and roll it into balls with your hands. Place the truffles on a parchment-lined baking sheet.
Coat the Truffles
In a shallow dish, mix the cocoa powder and powdered sugar. Roll each truffle in the cocoa mixture until well coated. Shake off any excess.
Chill Again
Return the coated truffles to the refrigerator for 30 minutes to firm up before serving.
