Make the Cookies

Preheat your oven to 350°F (175°C). In a bowl, combine flour, cocoa powder, baking soda, and salt. In another bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla. Gradually mix in the dry ingredients and milk until well combined. Drop spoonfuls of batter onto a baking sheet lined with parchment paper, spacing them about 2 inches apart.

Bake the Cookies

Bake in the preheated oven for 10-12 minutes or until the tops spring back when lightly pressed. Remove from the oven and let cool on the baking sheet for a few minutes before transferring to a wire rack to cool completely.

Prepare the Frosting

In a mixing bowl, beat the unsalted butter until creamy. Gradually add powdered sugar, mixing until smooth. Add vanilla extract and milk, and continue to beat until the frosting is light and fluffy.

Assemble the Whoopie Pies

Once the cookies are completely cool, spread a generous amount of frosting on the flat side of one cookie and top with another cookie, flat side down. Repeat with the remaining cookies.
