Combine and chill
In a measuring cup or small bowl, whisk together the whole milk, sweetened condensed milk, vanilla extract, and cold heavy cream until smooth and slightly frothy. Taste and add up to 1 more teaspoon condensed milk if you prefer it sweeter. Chill in the refrigerator for at least 10 minutes (or use ice to cool quickly) so the milk mixture is cold before mixing with soda.
Assemble Drink
Fill a tall glass with the ice cubes (about 1 cup).
Slowly pour the chilled carbonated water down the side of the glass or over the back of a spoon so it layers and retains some fizz. Stir gently once or twice with a spoon to combine without flattening the soda.
If using, garnish with a lemon or lime wedge on the rim for a subtle bright note, and top with a marshmallow or white candy for a playful, café-style finish.
