Prepare the Dough

In a large bowl, mix together the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Gradually add cold water, mixing until a dough forms. Knead the dough for about 5 minutes, then wrap in plastic wrap and refrigerate for at least 30 minutes.

Make the Filling

In a skillet over medium heat, add ground meat and cook until browned. Add onion, garlic, and bell pepper; sauté until softened. Stir in tomato paste, thyme, black pepper, salt, and Scotch bonnet pepper. Cook for an additional 5 minutes. Remove from heat and let cool.

Assemble the Patties

Roll out the chilled dough on a floured surface to about 1/8 inch thickness. Cut out circles using a round cutter. Place a tablespoon of filling in the center of each circle. Fold the dough over to create a half-moon shape and seal the edges by crimping with a fork.

Fry the Patties

Heat vegetable oil in a deep skillet over medium-high heat. Fry the patties in batches until golden brown, about 3-4 minutes per side. Remove and drain on paper towels.

Serve warm as a snack or appetizer.
