Heat the vegetable oil in a large pot over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes.
Stir in the minced garlic, diced bell pepper, carrot, and green beans. Cook for another 5-7 minutes until the vegetables are tender.
Add the long-grain rice to the pot and stir well to combine with the vegetables.
Pour in the vegetable broth, add the diced tomato, thyme, salt, and black pepper. Bring the mixture to a boil.
Once boiling, reduce the heat to low, cover the pot, and let it simmer for about 20 minutes, or until the rice is cooked and the liquid is absorbed.
Remove from heat, fluff the rice with a fork, and stir in the chopped scallions and lime juice. Adjust seasoning if necessary.
Serve hot as a side dish or a main course.
