Prep the fish
Pat tilapia fillets dry with paper towels. If fillets are thick, slice each into 2 smaller pieces for even frying. Lightly season both sides with 1 tsp kosher salt and 1/2 tsp black pepper.
Make dry mix
In a shallow dish or pie plate, whisk together all-purpose flour, cornstarch, cornmeal (if using), baking powder, remaining 1 tsp kosher salt, remaining 1/2 tsp black pepper, paprika, garlic powder, onion powder, and cayenne. Mix until uniform.
Make egg wash
In a separate shallow bowl, beat the eggs with the milk (or buttermilk) and hot sauce (if using) until combined.
Dredge the fish
Working one piece at a time: coat a fillet in the dry mix, shaking off excess; dip into the egg wash, allowing excess to drip; then press back into the dry mix for a double coat. Place coated fillets on a wire rack and let rest 5–10 minutes to help the coating adhere.
Frying
Heat oil
Pour oil into a large heavy skillet or Dutch oven to a depth of about 1 to 1.5 inches (roughly 3–4 cm). Heat over medium-high until the oil reaches 350°F (175°C). If you don't have a thermometer, test by dropping a pinch of the dry mix into the oil — it should sizzle and float steadily without browning immediately.
Fry the fillets
Carefully lower 2–3 fillets into the hot oil without crowding (work in batches). Fry until golden brown and crisp, about 3–4 minutes per side depending on thickness. Turn once using tongs or a slotted spatula. Internal temperature should reach 145°F (63°C) and flesh should flake easily.
Drain
Remove fried fillets to a wire rack set over a baking sheet or to a plate lined with paper towels. Keep warm in a 200°F (95°C) oven if necessary while you fry remaining batches.
Basket assembly and garnish
Line a small shallow basket or serving plate with lettuce or cabbage leaves. Arrange the fried tilapia pieces on the leaves, stacking attractively. Sprinkle chopped parsley over the fish and place lemon wedges at the side for squeezing. Serve immediately with tartar sauce or your preferred dipping sauce on the side.
Serving suggestion: For a full basket meal, add seasoned fries, coleslaw, or hush puppies alongside the tilapia.
